UN DEPARTMENT OF PEACEKEEPING OPERATIONS MISSION START-UP FIELD GUIDE
Context and Background
In 2005, PDT was engaged by the United Nations Peacekeeping Best Practices Section (PBPS) to carry out a scoping study examining the existing written guidance and standard operating procedures related to the management of mission start-up. The study identified over 140 mission-critical tasks facing leadership in the different elements of a peace operation during the preparatory and start-up phases. PDT in partnership with PBPS then determined the most practical guidance tools to assist mission leadership in managing those tasks. These were: 1) A start-up field guide; and, 2) an electronic Office-Out-of-a-Box. A project was then launched to develop these resources.
About the Field Guide
In 2008, PDT and the PBPS successfully published the Mission Start-up Field Guide and Office-Out-of-a-Box. The Field Guide represents the first effort to document and disseminate uniform operating procedures and a standardized model for the start-up and management of a new peacekeeping operation, making it the only comprehensive and crosscutting management tool available for the launch of future missions.
In addition to providing mission managers with an overview of the start-up process as a whole to ensure that they understand their individual contribution in relation to the roles and pressures of other mission managers, the Field Guide focuses on the essential leadership and management tasks and challenges of starting up a new, multidimensional UN peacekeeping operation.
Who the Field Guide is for
The Field Guide is intended for senior mission managers starting up the core functions of multidimensional UN peacekeeping operations. However, all personnel involved in the planning and conduct of United Nations peacekeeping operations should find it useful.
Types of Missions Covered
This Guide is primarily written for the start-up of:
- Medium-to-large multidimensional United Nations peacekeeping operations.
- Missions transitioning from a non-United Nations-led operation to a United Nations peacekeeping operation (i.e. when a regional organization or other operation is handed over to a United Nations operation).
This Guide may also be of use for staff involved in the start-up of other missions. These include traditional peacekeeping operations, special political missions and missions involving non-United Nations peacekeeping partners.
Other Resources
An Office-Out-of-a-Box (CD-Rom) accompanies the Field Guide and offers further guidance materials and resources for use in the start-up of new missions. It contains a suggested framework populated with generic and mission specific documents as well as tools that can be used to establish new peace operations offices.
The Field Guide is intended to be a living document and will be revised based on the suggestions provided by services, sections and components to keep pace with the evolution of peacekeeping. Suggestions for subsequent revisions should be sent to msufg@un.org.
